Can former employers deny unemployment benefits?

An employer cannot deny unemployment benefits to former employees. Decisions about unemployment benefits are handled by the state unemployment office. 
 
While employers cannot directly deny benefits, they could appeal to the state office or challenge a decision. Such challenges often occur if former employees were dismissed for reasons related to misconduct.
