Race-based Discrimination
The Civil Rights Act of 1964 made it illegal for employers to make employment-related decisions based on a number of factors. One of the key components of the legislation was its protection against discrimination on the basis of an employee's actual or perceived race, or his or her association with a spouse or friends of a certain racial group.
Although it has been 45 years since the passage of this landmark bill, the problems that it attempted to address are still valid concerns in the contemporary workplace, despite the efforts of workers' advocates to reinforce positive change in employment dynamics.

Statistics for 2000-2008
One would hope to see progress made against such a negative presence in the work environment, but there is little source of encouragement to be found in recent trends. The number of complaints received by the EEOC alleging race-based discrimination was actually higher in both 2007 and 2008 than it was in 2000. This is a disturbing statistic if for no other reason than that it clearly demonstrates that problems are not being resolved. Consider the numbers for the period from 2000-2008:
- FY 2000 – 28,945 (0.63 % below average)
- FY 2001 – 28,912 (0.74 % below average)
- FY 2002 – 29,910 (2.69 % above average)
- FY 2003 – 28,256 (3.00 % below average)
- FY 2004 – 27,696 (4.91 % below average)
- FY 2005 – 26,740 (8.20 % below average)
- FY 2006 – 27,238 (6.49 % below average)
- FY 2007 – 30,510 (4.75% above average)
- FY 2008 – 33,937 (16.51 % above average)
- Average Number of Complaints Filed Per Year = 29,127.11
