  • FY 2005 – 23,094 (7.22 % below average)
  • FY 2006 – 23,247 (6.61 % below average)
  • FY 2007 – 24,826 (0.26% below average)
  • FY 2008 – 28,372 (13.98 % above average)
  • Average Number of Complaints Filed Per Year = 24,891.11
